Program: “Applying a Balanced Scorecard to Improve a Lean Business Strategy”
Special guest speaker: Mitsuya Hasebe, PhD., with Arcept Consulting in Japan.
While most researchers of the lean balanced scorecard (BSC) focus on large companies, little has been done to adapt the BSC so it can be used by SMEs. Dr. Hasebe, along with Mr. Aoki (a professor at Tohoku University Accounting School), have introduced BSC to Japanese SMEs for the past 6 years. They will discuss the “Significance of Learning Process in BSC while Introducing Process in Japanese Small and Medium Enterprises". Currently, Dr. Hasebe along with the Arcept Consulting staff work to support SMEs by using marketing research tools that contribute to building an effective strategy. In this presentation, Dr. Hasebe and Mr. Uozumi (A BSC consultant) will detail several examples of how a BSC has been introduced into Japanese SMEs and the results of that introduction. They will not only explain the basics of a BSC, but also their marketing research tool named Geographic Information System (GIS).
Mitsuya Hasebe, PhD., is the CEO of Arcept Tax Accounting and Arcept Consulting. He received his PhD in Management Accounting from the Economics Dept. at Tohoku University. Dr. Hasebe has been very active in promoting the BSC as a method of assisting small business in developing successful strategies. In 2011, as Chairman of the Touhoku Tax Accountant Associtaion's Research and Study Committee he played a leading role in ensuring that earthquake disaster federal funds were quickly made available to victims of the devastating earthquake and Tsunami and hit Eastern Japan. Dr. Hasabe is also an active member in many accounting and financial planning association in Japan, and was the 1994 Chairman of the Akita City Jaycees. His personal interests include: trekking, classical art, and foreign languages including English and German.
Mr. Gen Uozumi is a Certified Financial Planner and Certified Tax Accountant. Mr. Uozumi joined Arcept Consulting in 2002 and currently heads BSC operations along with Mr. Hasebe, serving more than 20 businesses including: wholesale, retail, franchise outlets, health care, manufacturing, publicly traded companies, and accounting firms.
WVLN is much honored to have Mr. Hasabe as our guest speaker for this special program, while he is visiting in the United States. This opportunity was made possible through Mr. Hasabe’s past association with James Noah when he lived in Akita, Japan. James and Tetsuyuki Koizumi, PhD, of Philo-Urban Metal Technology Corp in Indianapolis (a WVLN member company).
Following the presentation, attendees will have an opportunity to dialogue with Dr. Hasebe about how a Balanced Scorecard might be applied to benefit their company’s lean business strategy/planning.

Directions to SIA Training Center:
Coming from I-65 turn west on SR 38 to SIA Main Gate. Stop at security gate and tell them you are attending a lean network meeting in Training Center. They will probably just wave you on in, or may issue an entry pass that you will leave at security gate when you depart. After you enter SIA the Training Center complex is to your right. Turn right at 1st driveway, drive around complex and park near TC lobby entrance (it faces southeast). Enter building through lobby and auditorium is straight ahead.
